The Zoom White Card Question in South Australia
Whether a Zoom White Card is valid in South Australia depends on the RTO that issues it. SafeWork SA’s White Card page publishes no rule for or against Zoom. It says the RTO issues your card, and RTOs apply to SafeWork SA to do so.
If you’re searching for an online white card SA option, you’ll find providers saying opposite things. Some call SA “face-to-face only” as if it were law. Others put “fully approved by all relevant government bodies” beside their Zoom marketing.
This guide sets out what the regulator, the SA Regulations and the national unit say, with a link to each source. It ends with a checklist you can use on any provider, including us. FirstAidPro delivers its SA White Card face-to-face, and we explain why near the end.
The Short Answer: What SafeWork SA’s White Card Page Says
SafeWork SA sets one training requirement and says nothing about delivery mode. According to SafeWork SA’s White Card page, you must complete CPCWHS1001 Prepare to Work Safely in the Construction Industry.
Who Issues Your SafeWork SA White Card
The regulator is direct on this point: “SafeWork SA does not issue white cards.” Instead, “The RTO will issue you with a white card once you have successfully completed the training.”
RTOs that want to issue cards apply to the regulator. In SafeWork SA’s words, “RTOs wanting to issue White Cards should complete the online application form.” When a provider says it is “SafeWork SA approved”, this card-issuing approval is what the term should refer to.
What the Page Leaves Out
The page doesn’t mention face-to-face, online, Zoom, virtual, remote or real-time training. On its public page, the regulator neither approves nor bans Zoom delivery.
How Long Your Card Stays Valid
Your SafeWork SA white card stays valid while you maintain your competencies. SafeWork SA’s page defines this as having worked in the construction industry within the last 2 years.
What the SA Work Health and Safety Regulations Require
The SA Regulations define White Card training by who delivers it and which course. They set no delivery mode.
How the Law Defines White Card Training
The SA WHS Regulations 2012 (version 1.7.2026) set the definition. Training means “training delivered in Australia by an RTO for the specified VET course for general construction induction training”. Chapter 6 Part 5, regs 316 to 325, contains no wording on face-to-face, online or real-time delivery.
Reg 325: Why Your RTO Issues the Card
Under reg 325 of the SA WHS Regulations 2012, the regulator “may enter into an agreement with an RTO” to exercise its card functions. A card issued under that agreement “is taken to have been issued by the regulator.”
This is the legal basis for “SafeWork SA approved”. The terms of each agreement aren’t published, so you can’t confirm a provider’s delivery permissions from public documents. You have to ask.
Reg 317: What Employers Must Check
The SA Regulations also bind employers. Reg 317 says a business “must not direct or allow a worker to carry out construction work” unless the worker has completed the training. As at the version dated 1 July 2026, the reg 316 maximum penalty is $3,600 for an individual and $18,000 for a body corporate.
Reg 318: Interstate Cards
Under the SA WHS Regulations, an SA card reference “includes a reference to a similar card issued under a corresponding WHS law”. The exception is a card cancelled in its home jurisdiction.
This recognition covers cards. It doesn’t let an interstate RTO issue SA cards.
Can a White Card Be Assessed Over Zoom? What CPCWHS1001 Allows
Yes. The national unit allows a live audio-visual assessment, though that is a training rule and separate from card-issuing approval.
The Unit’s Assessment Conditions
The CPCWHS1001 unit details on training.gov.au require “direct observation of the learner by an assessor”. That can happen physically or “via audio and visual media in real time.”
The assessment must include “practical demonstration, oral and written reporting”. You also need all of the PPE listed in the unit’s performance evidence while you’re assessed.
What ASQA Says About Online Delivery
ASQA’s online training guidance states: “All training and assessment delivery modes have the same regulatory requirements outlined in the 2025 Standards for RTOs.” ASQA also tells providers to design online delivery around practical needs, such as working with physical equipment.
Where the Training Rules Stop
A live Zoom course can meet the training package. Whether that RTO can issue an SA card is a separate question, and SafeWork SA answers it. When you compare white card online South Australia options, check both.
Where the ‘Face-to-Face Only’ and ‘Fully Approved’ Claims Come From
Neither claim matches what the regulator publishes, and the 2020 national guidance helps explain the confusion.
The 2020 Safe Work Australia Guidance
In June 2020, Safe Work Australia’s connected real-time delivery guidance said WHS regulators “set their own policies” on how RTOs deliver White Card training. It added that “in practice, most WHS Regulators require white card training be delivered ‘face-to-face’.”
The same guidance said connected real-time delivery “will only apply during the COVID-19 pandemic.” Treat it as a historical, COVID-era document. Don’t read it as current SA policy.
How the Claims Drift
Some providers say SA is face-to-face only. That may describe the provider’s own SA timetable, not a legal rule.
Other providers market Zoom as “approved” without saying which regulator gave the approval. A blanket “fully approved by all relevant government bodies” line doesn’t tell you which regulator approved what.
Claims Checked Against the Sources
| What some providers say | What the source says |
|---|---|
| “SafeWork SA issues your card” | SafeWork SA states it “does not issue white cards”. The RTO issues the card (SafeWork SA White Card page). |
| “SA is face-to-face only” (stated as law) | SafeWork SA’s page and Chapter 6 Part 5 of the SA Regulations specify no delivery mode (SA WHS Regulations 2012). |
| “Fully approved by all relevant government bodies” | In SA, approval means an RTO agreement to issue cards under reg 325 of the Regulations. Ask which regulator approved what. |
| “Safe Work Australia approved Zoom White Cards” | The 2020 guidance deferred to each regulator and was framed as COVID-only (2020 Safe Work Australia guidance). |
How to Check a Zoom White Card Provider Before You Book
Ask six questions before you pay. Each one maps to a source you can check yourself.
- Check the RTO’s scope. Search the RTO on training.gov.au and confirm CPCWHS1001 is on its scope of registration.
- Ask for SafeWork SA approval. Request evidence that SafeWork SA approved the RTO to issue SA White Cards. Another state’s approval isn’t SafeWork SA approval.
- Call SafeWork SA if unsure. Phone SafeWork SA on 1300 365 255 to confirm a provider before you enrol.
- Confirm a live trainer runs every session. Expect a trainer and assessor watching you in real time, camera on, with no self-paced or pre-recorded parts.
- Have your PPE ready. Ask what PPE you need, because the unit requires it during your practical assessment.
- Check who issued your card. Note which RTO and which state issued it. SA recognises interstate cards under reg 318 of the Regulations, unless cancelled.
Before you start on site, also confirm your card meets your employer’s or site’s requirements. Employers carry their own duty under reg 317 of the Regulations.
The 2020 Benchmark for a Genuine Live Course
The 2020 Safe Work Australia guidance set national parameters for connected real-time delivery. They are historical, but they still describe what a genuine live course looks like.
- Minimum 6 hours of training
- Completed within 2 weeks
- No more than 10 learners per session
- No pre-training requirement, self-paced learning or pre-recorded trainer videos
- Not delivered entirely through an online learning management system

Your Next Step Before Booking a White Card in SA
SafeWork SA doesn’t issue White Cards, and neither its page nor the SA Regulations set a delivery mode. A Zoom course’s SA validity rests on the issuing RTO’s agreement with SafeWork SA. Use the six-question checklist on any provider, including us.
If you’d rather train in person with PPE in your hands, our trainers run sessions in the Adelaide CBD.

Frequently Asked Questions
Is a Zoom white card valid in South Australia?
It depends on who issues the card. Under reg 325 of the SA WHS Regulations 2012, a card from an RTO with a SafeWork SA agreement counts as issued by the regulator. SafeWork SA publishes no rule for or against Zoom, so ask the provider for its approval before you pay.
Can you do the White Card online in South Australia?
SafeWork SA’s White Card page lists no delivery mode. The national CPCWHS1001 unit rules allow real-time audio-visual assessment, but a self-paced course can’t provide that live observation. Confirm the RTO’s SafeWork SA approval to issue cards before you enrol.
Does SafeWork SA issue white cards?
No. SafeWork SA’s card guidance states that it “does not issue white cards”, and the RTO issues your card once you pass. The SA WHS Regulations 2012 then treat that RTO-issued card as issued by the regulator.
Can I use an interstate White Card in SA?
Yes, in most cases. Reg 318 of the SA WHS Regulations 2012 recognises similar cards issued under another jurisdiction’s WHS law, unless the card was cancelled there. Check the card hasn’t been cancelled in the state that issued it.
How long does a White Card last in SA?
SafeWork SA’s White Card page says your card stays valid while you maintain your competencies. That means you’ve worked in the construction industry within the last 2 years. If you’ve had a longer break, call SafeWork SA on 1300 365 255 before you return to site.
What does “SafeWork SA approved” mean?
It should mean SafeWork SA has approved the RTO to issue SA White Cards, through the regulator’s RTO application and an agreement under reg 325. SafeWork SA publishes no list of approved delivery modes, so the term doesn’t confirm a format. Ask the provider which regulator gave the approval and what it covers.
